Jackson Mid Hill is a member of Black Network Associates (BNA) a culturally-relevant community and economic development non-profit for Black-owned, -operated, and -oriented establishments throughout the United States. By empowering Black enterprise, public service organizations and affinity groups, BNA fulfills its mission of "all pulling together and in the same direction" to engage in the practice of sustained economics.
The primary goal of practicing group economics or PowerNomics is to draw wealth, income and resources into black communities and make them economically self sufficient and competitive.

NPP Coordinator
The NPP process begins with the designation of an NPP Coordinator. The primary responsibilities of the Coordinator include:
- Data collection and analysis
- Establishing partnerships between the municipality, the businesses, residents, investors, and other community stakeholders
- Facilitation of Stakeholder Team and community input
- IP development
- Execution of projects included in the Implementation Plan development
The Director of Jackson Hill Main Street, Michele Massey led incomparable improvement on the Monticello Ave side of the Jackson Hill District. More hands on deck are necessary if we are to duplicate success on this longer tract of the 2.5 mile Jackson Hill SID.
The Jackson Mid Hill District NPP Coordinator is Arnold Stovell. Arnold brings a wealth of knowledge about construction, workforce and community development. He was the former Community Liaison for the Monticello Ave triangle development; worked several years at the Urban League of Hudson County; has experience with Newark and New York city developers and consulted at foundations and corporate nonprofits. His practical and tactical skills are an outstanding supplement to the talents of longtime Jackson Hill Main Street Special Improvement District (SID) Director former Councilwoman, artisan and entrepreneur, Michele Massey.
Through the NPP Program, Coordinator, Director, and concerned residents of our historic Bergen Lafayette and Greenville communities, take a solid step towards achieving impactful change in the community. The area between Claremont and Bayview Avenues from Bergen to Ocean Avenues will be the area targeted for NPP improvements over the next five years.

The Mid Jackson Hill District has a proud past, deep roots, and is home to a very culturally rich and diverse population. In addition to its proximity to the Light Rail and Jersey City Transit Village, its history includes being one of the last safe havens of the Underground Railroad. It is primarily a walkable community with some traffic calming and public transit throughout. And most significantly, the district is managed by the Jackson Hill Main Street Special Improvement District (SID) whose mission is to reestablish a culture and atmosphere that fosters growth through the education, promotion, and building of community.
The City of Jersey City’s Jackson Hill neighborhood or census tract 52 is ripe for redevelopment. The surrounding neighborhood is growing as the population increases, but the business district remains stagnant because of its blight and crime.
A new Public Safety building is being constructed next door to the City Hall annex. This will bring the Police and Fire Headquarters closer, increasing the safety of residents and businesses. With increased investment in this community, we expect to encourage more pride in our neighborhoods, our streets and each other. The Jackson Mid Hill District is overlapped by additional investment programs including:
- Neighborhood Revitalization Tax Credit
- Opportunity Zone
- Improvement District
- Urban Enterprise Zone
These opportunities for low-cost loans, grants and additional tax advantages can make a difference in the bottom line for new businesses in the district. The property maintenance ordinance which falls within the NPP district enforces that businesses and residents must provide proper maintenance to their properties or be fined. Although now this ordinance is sometimes ignored, with increased investment in this community, we expect to encourage more pride in the community, therefore combating blight and crime.
